On 5 March 2024 the government work report proposed an “AI+” initiative for the first time. Compared with the earlier “Internet+”, the phrase moves artificial intelligence from a technology research topic to industrial application, scenario opening and productivity reform.
From Internet+ to AI+
“Internet+” addressed connectivity: moving offline business online. “AI+” addresses decision-making and generation: embedding models into production, services and governance. The policy tools differ accordingly. The former relied on network infrastructure and platform economy; the latter depends more on compute, data supply and open application scenarios.
The report also emphasises new quality productive forces, which shifts attention from model capability to whether a replicable industrial application exists. For AI companies, access to scenarios, compute and data increasingly depends on whether the project has a verifiable compliance basis.
Policy support and obligations arrive together
- Scenario opening carries access analysis. Opening healthcare, education, finance and government scenarios usually brings licensing, filing or security assessment requirements. Confirm whether you may operate before discussing how.
- Filings become project preconditions. Providing generative AI services to the public, where the model is self-developed or materially modified, requires a large-model filing. Algorithm recommendation services with public-opinion or mobilisation capacity trigger a separate algorithm filing.
- Data provenance must be explainable. Scenario opening often requires public or sector data, and the licence scope, purpose and non-transfer limits must be written into the agreement.
- Content labelling cannot be omitted. Visible and embedded labels for generated content do not depend on filing progress; the absence of a label is itself a violation.
How to sequence the work
Split compliance into three stages: access and route analysis at project approval; filing, labelling and data licensing before launch; logs, complaint handling and content disposition during operation. Run them in parallel rather than in sequence.
For access and route analysis see business licensing and algorithm filing; for data provenance see data compliance; for protection before disclosure see IP protection.
