The Central Financial Work Conference was held in Beijing on 30-31 October 2023. It called for building a financial powerhouse, pursuing five priorities — technology finance, green finance, inclusive finance, pension finance and digital finance — and stressed resolving risks in local debt, real estate and small financial institutions.

For companies, the practical significance lies in shifts in the financing environment and financial supervision. The five priorities are not slogans; they set the order of credit, bond, equity and insurance allocation.

Technology finance

Technology finance targets innovative companies, especially early-stage projects, hard technology and bottleneck areas. Instruments may include guiding funds, technology loans, investment-loan linkage, IP pledges and listings on the STAR Market and Beijing Stock Exchange.

For technology companies, the financing logic is shifting from narrative to technology, orders and cash flow. Early projects still rely on equity; growth-stage companies need a mix of debt and equity; mature companies focus on listing and M&A.

Green finance

Green finance covers energy saving, environmental protection, clean energy, green manufacturing and carbon reduction. Instruments include green credit, green bonds, carbon finance and transition finance.

For manufacturers, green finance is not only a channel but a compliance pressure. Energy consumption, emissions, environmental assessment and carbon data flow through credit conditions. Companies need verifiable energy and emissions data rather than reports assembled at short notice.

Inclusive and digital finance

Inclusive finance continues to support small businesses, rural revitalisation and livelihood services, emphasising first-time loans, credit loans and renewals. Digital finance promotes digitalisation of financial institutions and may bring new requirements on algorithmic risk control, data governance and consumer protection.

For platforms and fintech companies, boundaries matter: loan facilitation, traffic referral, joint lending, credit reporting and payments are each governed by different rules. Business model innovation cannot bypass licensing and capital requirements.

Risk prevention

The conference addressed risks in local debt, real estate and small financial institutions. For affected companies, financing availability and debt resolution methods may change. Real estate financing, pre-sale fund supervision and project delivery remain sensitive; local financing platform project settlements and receivables require attention.

Contractors and suppliers taking government or platform projects should assess payment sources, settlement cycles and guarantee arrangements rather than retaining all receivable risk.

What can be prepared

First, map the five priorities to financing instruments applicable to the company. Second, improve financial and compliance data to make financing materials verifiable. Third, assess exposure to local platforms, real estate and small financial institutions in the customer base, and adjust credit policy. Fourth, follow listing, bond and M&A windows and extend financing planning beyond the short term.
