On 11-12 December 2023 the Central Economic Work Conference was held in Beijing. It reviewed economic work in 2023, analysed the current situation and set priorities for 2024. For businesses, the value lies not in memorising the communiqué but in identifying how policy direction affects operating decisions and compliance arrangements.

From a corporate perspective, three signals stand out: the pace of policy, the positioning of the private economy, and the approach to risk prevention.

Stability, progress and building before breaking

The meeting called for “seeking progress while maintaining stability, promoting stability through progress, and establishing the new before abolishing the old”. The emphasis is on building new mechanisms before dismantling old ones.

For companies, policy adjustment will stress sequencing and continuity. When industries are reorganised, capacity adjusted or regulation tightened, alternatives or transitional arrangements are likely to come first. Companies should watch transition arrangements rather than assume overnight reversals.

Private economy and market expectations

The meeting again stressed the importance of the private economy, calling for measures on market access, factor acquisition, fair enforcement and protection of rights.

Improved policy signals do not automatically solve specific problems. Private companies should still watch whether market-access lists are updated, whether tender conditions are fair, whether enforcement is consistent, and whether remedies exist for property and contract disputes.

How risks will be handled

The meeting addressed risks in real estate, local government debt and small and medium financial institutions. The key phrase is “prudent resolution”, not a one-size-fits-all approach.

Companies exposed to real estate, financing platforms and supply-chain finance should assess counterparty credit and compliance more carefully. Policy support and risk disposal will coexist; “policy support” does not mean risk has disappeared.

Technology innovation and industrial policy

The meeting called for building a modern industrial system led by technological innovation and developing new productive forces. For technology companies, industrial policy, financing support and scenario opening may continue to expand.

Industrial policy usually comes with compliance requirements. When applying for subsidies, joining pilots or entering new sectors, companies should prepare qualifications, intellectual property, data security and project compliance materials at the same time.

Three steps for companies

First, rebuild the 2024 compliance budget. Put data compliance, cybersecurity, employment, tax and contract review into the annual plan rather than dealing with them after an incident.

Second, map policy dependence. List subsidies, pilots, qualifications and preferential policies the company relies on, and assess alternatives if policy changes.

Third, establish policy monitoring. Track implementing rules from the State Council, ministries and local governments, especially those issued after the conference.
